| Overview |
|
The Transportation Safety Action Plan (TSAP) is a uniquely Oregon document that has been developed to set out a set of actions that Oregonians have identified as steps to a safer travel environment.
The document also serves as the state of Oregon's Strategic Highway Safety Plan (SHSP),
a document required by federal law. Our current 2004 TSAP is now six years old, and it's time for us to revisit the actions and goals to be sure we are still on course.
The Oregon Transportation Safety Committee at it's September 13, 2011 meeting unanimously voted to forward the Transportation Safety Action Plan to the Oregon Transportation Commission (OTC), with a recommendation that they adopt the plan. The OTC will consider adoption at it's October meeting. The plan to be presented to the OTC is as follows:
TSAP OTC Presentation Version 09-22-2011
The following version of the TSAP was submitted to the Oregon Transportation Safety Committee as a final version, based on extensive public input, and an additional full 30 day public input period. Differences from the July plan include extensive proof-reading, graphic layout work, and a renumbered set of actions. Some content was changed based on public input submitted to the Division. The OTSC approved this version, but asked that a final version submitted to the OTC include language and graphics that highlighted and ranked the top three actions selected as areas for special emphasis from among the ten emphasis areas.

The OTSC has selected 10 emphasis areas for the new plan. The table below outlines those action areas. Emphasis Areas

| New Draft Versions |
|
The Oregon Transportation Safety Committee is working with staff to develop a new Transportation Safety Action Plan. The drafts below are those that have been presented to the OTSC at their regular meetings.
The May draft was a chance for the OTSC to become acquainted with the basic arrangement of information, and to take a look at the draft actions proposed as a result of the extensive public and expert input.
The July draft represents a refinement of the actions, with significant input from the governor's advisory committees on motorcycles and DUI, and input from engineering experts.
At their July 12th meeting, the OTSC has selected Actions 91, 19, and 60 (as presented in the July draft) as their top priorities for special emphasis in the coming years, and has selected Actions 27, 32, 37, 39, 63, 86, and 88 as rounding out their top ten actions for attention in the coming years.
The final public comment draft of the TSAP is available below:
August 2011 Final Public Draft
July 2011 Draft TSAP - Release 2
May 2011 Draft TSAP - Release 1
The following document is a table summarizing the actions, which the OTSC used to choose their priorities.
