Spring/Summer 2012
This safety project will remove the existing fairgrounds signal due to safety problems and congestion. In its place the department will add sidewalks and extended lanes for left turns and u-turns at Ringuette Street.
Key Features
- Remove the signal and left turn lanes at the intersection of U.S. 199 and Fairgrounds Road. Remove the median pavement. Maintain right turn movements at the intersection.
- Construct sidewalks and consolidate driveways on the north side of the highway between the fairgrounds entrance and Ringuette Street.
- Add a left turn movement to the existing northbound Ringuette Street through lane, in effect making a dual left turn lane onto westbound Redwood Highway.
- Extend the highway left turn lanes 200 feet at Ringuette Street for both east and west-bound traffic.
- Widen the inside lane at Redwood Avenue and U.S. 199 to accommodate left-turn movements for all vehicle sizes (such as WB 67s, the largest interstate trucks).
- Allow east-bound u-turns at Ringuette for all vehicle sizes (such as WB 67s, the largest interstate trucks).
- The department has been in consultation with Josephine County regarding access modifications to the county-owned properties west of the fairgrounds entrance. Until those modifications are decided, the design will show no change in that area.

Construction Impacts
Remove the signal and add improvements to the local and state system. All of the work will be done within ODOT right of way, but there will be a need for some construction easements. Some night work may be needed given the large volume of traffic in the corridor.
Public Outreach
This project has been programmed for more than a decade, first as a stand alone safety project, and then incorporated into the U.S. 199 Expressway Project. The urban portion of that project was ultimately not supported by Grants Pass and Josephine County, but the problems associated with the signal remain: a higher crash rate compared to the neighboring signals and congestion. Agency management has met with the city council, county commissioners, the fair board and local legislators on the project. In September, a working meeting was held with the local jurisdictions. At that time, a proposed pedestrian fence was removed from the design, and the county agreed to examine alternate egress from the Fairgrounds. Public outreach will be ongoing.
